2023 Annual Report

Our work faces significant challenges. Violence against our women continues.


The 2022-2023 financial year has been a one of enormous growth for the organisation as we branch into new service delivery models and continue to invest in our properties and people. This growth has been critical as we continue the legacy of our Aunties in defending and upholding the rights of our women, wherever and however we are needed.


Everyone has a right to be supported in their journey and empowered to live

self-determining lives.


This year's Annual Report outlines the issues we face in achieving this and the response of Elizabeth Morgan House to address these issues. Please read Our Impact for more information.


Some of key highlights this year include:

  • The successful negotiation with Department of Housing (Homes Victoria) to hand back of our Clarke Street property for our full ownership

  • Infrastructure Upgrades: the leasing of a new corporate office and a design and refit of Clarke Street to house our Hub and Therapeutic Counselling Program

  • Development of an Outcomes Framework which will capture the outcomes and define the impact we have in our services and programs.

  • Review of and redeveloped organisational structure to meet our strategic objectives.

  • Launched the Strategic Plan 2022-2028, which sets out an ambitious agenda for the organisation and the development of a strategic implementation plan

  • Implementation of governance quality improvement plan and associated activities

  • Growing and diversifying our income and programs which support sustainable growth and opportunities to provide quality services to women and their children within the Justice sector.

  • Development of Communications and Engagement Strategy and revised brand

  • Investments in effective and efficient systems and documentation to keep up with regulations and to manage growth.
